The Inter-Agency Council Against Child Pornography (IACACP)
The Republic Act 9775 or Anti-Child Pornography Act of 2009 under Section 20 mandated the creation of the Inter-Agency Council Against Child Pornography (IACACP). The IACACP is mandated as the body to coordinate, monitor and oversee the implementation of the law. Said Council shall compose of the Secretary of the DSWD as the chairperson and the following as members:
- Department of Justice
- Department of Labor and Employment
- Department of Science and Technology
- Philippine National Police
- Commission of Human Rights
- Commission on Information and Communications Technology now Information and Communications Technology Office
- National Telecommunications Commission
- Council for the Welfare of Children
- Philippine Center for Transnational Crimes
- Optical Media Board
- National Bureau of Investigation
Section 20 (l) of the law states that members of the Council should include three (3) representatives from children’s non-government organizations. These representatives shall be nominated by the government agency representatives of the Council for appointment by the President for a term of three (3) years and may be renewed upon renomination and reappointment by the Council and the President, respectively.
- II. Framework of Operation
This Three-Year Strategic Plan is based on the outputs of the planning workshop and the mandate of IACACP as provided in the Act and its implementing rules and regulations. It identifies five (5) key strategic areas for the effective implementation of the Act and to achieve the goal of eradicating child pornography: (1) Advocacy, (2) Enforcement, Investigation and Prosecution, (3) Victims Assistance and Support, (4) Monitoring and Management Information System, and (5) Partnership and Resource Management.
